ERASMUS+ INCLUSION SUPPORT POLICY

Erasmus+ Inclusion and Diversity Strategy

The Erasmus+ Programme aims to ensure equal opportunities and access, inclusion, diversity, and fairness across all its actions. Within the framework of the Inclusion and Diversity strategy, the objective is to guarantee equal access opportunities by paying special attention to the participation of individuals facing various obstacles (social, economic, physical, psychological, etc.) in project processes.

Erasmus+ Programme Inclusion and Diversity Support: The Erasmus+ Programme encourages the participation of individuals with special needs. Potential participants are defined as individuals with physical, mental, or health-related conditions whose participation in a project or mobility activity would not be possible without additional financial support.

Accessibility and Special Needs: Support measures that can be provided to meet special needs during Erasmus+ mobility may include accessible accommodation, travel assistance, medical support, required equipment, appropriate learning materials, and accompanying persons.

1. Additional Grant

Participants with special needs in physical, mental, or health-related fields may benefit from additional grants through Erasmus+ special needs support. Accordingly, Erasmus+ grants may exceed the standard grants for studies, traineeships, or staff mobility in order to compensate for the specific challenges faced by these participants. Such additional grants are based on actual costs incurred.

2. Top-Up Grant Support

Disadvantaged participants may receive an additional Top-Up Grant alongside the standard financial support to which they are entitled. A disadvantaged participant is defined as an individual with limited economic and social means, falling under one of the following subcategories:

1- Individuals under Law No. 2828 (those subject to protection, care, or shelter decisions under the Ministry of Family and Social Services)

2- Students subject to protection, care, or shelter decisions under the Child Protection Law No. 5395

3- Individuals receiving an orphan’s pension

4- Children of martyrs or veterans

5- Individuals (or their families) receiving subsistence allowance (It suffices to provide proof of financial support received at the time of Erasmus application from municipalities, public institutions, ministries, social assistance foundations, the Directorate General of Foundations, Turkish Red Crescent, AFAD, etc.)

6- Persons with disabilities (with a disability health board report evidencing at least 70% disability, as defined in the "Regulation on Disability Assessment for Adults" published in the Official Gazette on 20 February 2019, No. 30692 – (https://www.mevzuat.gov.tr/MevzuatMetin/1.5.2022.pdf)

7- Students whose parent or guardian receives disability or subsistence allowances under Law No. 2022 of 01.07.1976 on “Pensions for Impoverished, Helpless, and Orphaned Turkish Citizens, as well as Disabled and Impoverished Citizens.”
